The Shinigami of the past who were regarded as heroes by the Soul Society are no more and reform must be made by Central 46 in order to return its main balancing power to his proper state. As such, they collectively elect a single powerful soul to stand as the current Captain-Commander of the Gotei 13 while forcing him to rebuild it all on his own giving him the bare bones of resources to work with. Yet, still, he accepted the challenge with opened arms.
